The Republic of Liberia has received financing from the World Bank toward the cost of the Public Procurement and Concessions Reform, and intends to apply part of the proceeds for consultant services. The services include the Development of Procurement and Concessions Regulations and a Procedural Step-by-step Procurement and Concessions Manual.  The Regulations and Manual will be developed in keeping with the Public Procurement and Concessions Act of 2005 and the Standard Bidding Documents (SBDs) and with acceptable international best procurement and concessions practices. The Manual will serve as references guide for practitioners as they carryout their routine procurement and concessions activities. The assignment is envisaged to be executed within three (3) calendar months.


 


The Public Procurement and Concessions Commission now invites eligible consulting firms to indicate their interest in providing the services. Interested consulting firms must provide information (such as brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills amongst staff, etc.) indicating that they are qualified to perform the services. Firms may associate to enhance their qualification.


 


A firm will be selected in accordance with the procedures set out in the World Bankís Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
