
PPCC develops two key Documents
The Regulations, which coincide with the Public Procurement and Concessions Act of 2005, and Implementation Manual were endorsed by Cabinet in October of 2009 and are being circulated to all procuring and concession entities of government, partner organizations, vendors and private sector.
The Regulations apply to the scope of procurement and concessions and further clarify any ambiguity in the Act, while the Implementation Manual provides guidance to Procuring and Concession Entities to facilitate compliance with the object of the Act. The Manual also serves as a practical guide to the processes and procedures in carrying out procurement and granting of concessions in accordance with the Act.
The provisions and procedures contained in the Regulations and Implementation Manual will enable procurement and concession entities to achieve the requisite efficiency, transparency, uniformity of documents and decisions, and value for money in procurement, as well as, the granting of concessions.

The Public Procurement and Concessions Act was enacted in 2005 by the National Transitional Legislative Assembly of the Republic of Liberia to regulate all forms of public procurement and concessions, provide for institutional structures for public procurement and concessions, and stipulate methods and procedures for public procurement and concessions.
