Two Lawyers appointed to PPCC Board of Commissioners

Two permanent personalities, Counselor Benedict Sannoh and Attorney B Miller Catakaw have been appointed to the Board of Commissioners of the Public Procurement and Concessions Commission (PPCC).


Cllr. Sannoh was designated by Justice Minister Cllr. Christiana P. Tarr, on May 1, 2012 to represent the Ministry of Justice on the Board of Commissioners. He is the current Deputy Minister of Justice for Economic Affairs. Cllr. Sannoh replaced Cllr. Idella Cooper-Shannon, who previously served in this capacity, while Attorney B. Miller Catakaw was appointed by President Ellen Johnson Sirleaf on May 7, 2012 for a three-year period based upon notification from the Liberian Senate reference to his confirmation.   


Cllr. Benedict Sannoh is a seasoned lawyer and formally a lecturer at the Louis Arthur Grimes School of Law of the University of Liberia, while Attorney B. Miller Catakaw is similarly a legal practitioner and astute politician. He replaced Hon. Boakai Sirleaf who is now Deputy Director General at the General Services Agency (GSA). Both Commissioners Sannoh and Catakaw will join their colleagues on the Board to provide overall leadership and policy guidance to the Commission.


The appointment of the two new commissioners is consistent with Part II, Section (1&2) of the restated and amended PPC Act of 2010 which states in part that the overall leadership of the Commission shall be vested in seven (7) Commissioners appointed in accordance with Section 6 of the Act. The Commissioners, the law further states shall be nominated by the President in accordance with subsections (2) through (4) of this Section and with the consent of the Senate shall be appointed and commissioned by the President.

 

The Commissioners shall be persons in good standing and of unimpeachable character and they shall include (a) a chairperson who shall be knowledgeable in public procurement and Concessions procedures and practices and financial management; (b) three (3) persons with experience in the public sector, as follows: (i) a lawyer from the office of the Attorney General other than the Attorney General, who shall be nominated on the advice of the Attorney General; and (ii) two (2) persons, at least one of whom shall be a woman, and each of whom shall have prior experience in public procurement and/or Concessions procedures and practices and/or be familiar with governmental operations; and also possess training in management and economics; (c) three (3) persons nominated from the private sector.
